This post goes over a test that I did on a site to see if Google really was resetting the link value on domains/sites that change hands. The short answer is that we didn't experience any drop in traffic or PR. We actually gained a little. More details in the post.

Testing is key!
My assumption is that if they see numerous sites change hands with high PR over a certain period of time you will get hand checked and possible see a loss of back links. Just a theory though.
